Puerto Rico P3 Authority Issues RFQ for New Generation Capacity

On October 17, 2025, the Puerto Rico Public-Private Partnerships Authority (“Authority”), in collaboration with the Puerto Rico Electric Power Authority (“PREPA”), has issued Request for Qualifications #2025-02 (“RFQ”) titled “New Flexible Generation Capacity” (“Project”).
This RFQ seeks to identify and prequalify experienced firms or consortia capable of developing, financing, constructing, and operating new generation facilities that will increase system reliability and support the ongoing transformation of Puerto Rico’s electric grid. The new generation resources are intended to provide flexible, dispatchable, and efficient capacity to complement renewable energy integration and enhance grid stability.
According to the RFQ, the Project aims to replace aging generation units and provide new facilities that can operate in alignment with Puerto Rico’s energy public policy, including the transition toward cleaner and more resilient energy resources. Qualified respondents must demonstrate technical, financial, and operational capacity, as well as prior experience in developing and managing large-scale power generation assets.
Requests for clarification must be submitted no later than October 30, 2025, and responses to the RFQ are due by 5:00 pm on December 3, 2025. The Authority expects to notify qualified respondents by January 13, 2026.
