On December 30, 2024, the Local Redevelopment Authority for Naval Station Roosevelt Roads (“LRA”) issued Request for Proposal #2024-004 (“RFP”) for a Vertical Space Launch facility project (“Project”) at the former Naval Station Roosevelt Roads in the Municipality of Ceiba. The RFP seeks support in the process of sustainably designing, financing, building, operating and maintaining a vertical launch platform in accordance with local and federal laws and regulations and in compliance with an existing contractual agreement between the LRA and the U. S. Navy for the use of the premises.
Among some of the matters that the proposer must address in its proposal are a concept and development plan for the Project, the necessary actions to be taken in regards to obtaining permits and creating such aerospace infrastructure by offering a timeline for the development, design, construction and operation of the Project. A plan with specific milestones, maintenance plans for the facilities, description of the operations and services to be provided, site plans, conceptual designs, financial strategies and marketing plans must also be presented by the proposer as part of the RFP response package. The proponent must also include information in regards to the approach to be taken when assessing and mitigating environmental matters during the Project. The development and operation on the Vertical Space Launch must seek to minimize environmental impact, as well as the impact on the surrounding communities.
The LRA aims for this Project to become a future aerospace hub, a center for the aerospace industry that contributes to innovations in such area by creating facilities which enable and promote collaboration, research and advanced technological developments. The RFP also contemplates other possible activities in the aerospace field, such as those oriented towards space tourism.
The RFP’s response deadline is February 28, 2025. However, interested bidders must submit a bidder registration form on or before January 21, 2025. On that same day, a mandatory pre-submittal meeting and a tour of the premises will take place at 10:30am. Questions in relation to the RFP must be submitted by January 28, 2025.
